UG166924851CN is china post register mail. http://track-chinapost.com/startairmail.php shows the parcel was just shipped on Feb 2.

It is not express shipping. If your seller promised you to use express shipping, you should contact DHgate and file complaint against cheating.

I paid $40.00 for express shipping it is suppose to be shipped using DHL? Is that not correct?

express shipping can be EMS,DHL,UPS,FEDEX or ePacket, your seller did not use any of them. He used the cheapest register mail.
