Post parcel stuck at "Export Security scan"

i have 2 parcels delivered the same day, RL029927414CN arrived normaly today but RL029927405CN its stuck in beijing "Export Security Scan" since august 22, its just clothing items, is it normal to take that long or should i open a dispute?

The time frame of your parcel is still ok. no need to open dispute at this moment. If your buyer protection is expiring, then open dispute. I believe now you have plenty of time.
