Hi! I was given the tracking number LY968583128CN almost a week ago but when I try to track it, it says “no shipping record!” Can anyone help me figure out what’s wrong?

"No shipping record" means nothing has been sent with this tracking number. Once a parcel has been giving to the post office, the tracking number will start working within 48 hours.

Contact your seller and ask when they are going to ship your item. If you don't like their answer, open a dispute and get your money back.
