LZ548445550CN held by customs for over 12 days where's the problem. Is the watch legal?

http://track-chinapost.com/result_eub.php?code=LZ548445550CN shows the parcel arrived Germany Post processing center on Jul 12. Not sure why it is not delivered to you. You need contact your local Germany Post(DHL) for delivery detail.
