My tracking code is RM289840928CN and I would like some insight on the parcel location from China post member.

http://track-chinapost.com/result_global.php?code=RM289840928CN shows the parcel stuck in Beijing for quite long time. It should have problem to pass customs scan.

I suggest you open dispute to paypal/aliexpress for non-arrival order refund.
