You need open dispute to paypal to claim refund from paypal or your bank. China Post is not the guy who can refund you money.

You mean you paid your seller but he never shipped anything? If this is the case, you must be scammed. Yafeini Personalized Jewelry must be a scam online seller.

If you did not pay with paypal, it is difficult for you to claim refund.

Paypal has buyer protection policy which can help you get refund when seller did not ship the order. That is why many cheating websites do not accept paypal. Also Paypal will not approve such cheating websites if their owner can not give good credit history.

If you paid with credit card, try to call your credit card company and see if they can help you file charge back and get money back. It is very difficult, but deserves a try.
