I am wondering if my package will arrive before Halloween like i was promised if not can i get a refund ?

http://track-chinapost.com/result_eub.php?code=LY833813004CN shows the parcel left china post warehouse in Shenzhen on Oct 28. Next station will be USPS warehouse in JFK.

You can not see new status until the parcel passes US customs scan. This might take 10 to 20 days. Once USPS get the parcel from US customs, you will see something like ISC New York in USPS tracking page.
