My tracking number is LY428388192CN. It says the delivery failed can you tell me what that means.

http://track-chinapost.com/startusa.php shows Your item arrived at our USPS facility in JACKSON, GA 30233 on July 24, 2018 at 7:23 am. The item is currently in transit to the destination.
