hi, would you please check the current status of shipment number RO950245178CN.
the last record reads 28 Nov 2015 it was customs cleared at Ili.

your parcel should left china long time ago. if you have not got it, it should be lost.

open a dispute with the seller for a "lost package" if you've bought from ebay/amazon/aliexpress/etc if you still have your buyer protection active
