Post returned to sender

Hello, a package was sent to me from a friend in Shanghai to Germany and it was returned back to Shanghai. Online it says it was delivered to the post station here in Germany and i didn't pick it up for some days, so it was returned. But i didn't receive any notice of this. So it is the fault of the German Post not notifying me. Now German Post tells me this has to be handled by the China Post, they will do the refund, German Post only files a complain and thats it. But China Post says they didn't make any mistake and want to be paid the money for the return before they give the package back to my friend in Shanghai.
Has anyone experience with this? How is a 'return to sender' normally handled by Chinapost? German Post said they would return the money if it was 'returned to sender' from China, and China Post should do the same...

Not quite understand your issue. It seems that the parcel was returned from Germany to China, but China Post does not release the goods to your friend unless he pays money to China Post?

If above is true, It should be very strange and illegal. i think you can ask your friend to contact the manager of that post office and try to solve the problem. If they don't give him the parcel, he can go to Shanghai consumer's committee to file complaint.

Thanks for your fast answer. You got it right, they want the shipping cost for returning the package. German Post told me that if my parcel would be returned from China to Germany, i would have to pay them the return shipping cost and then file a report to get the money back for both shipping costs (sending to China and the return). They would pay it then, even if China Post would have failed to deliver. This indeed sounds very strange to me.

So what does normally happen if some foreign Post fails to deliver and sends the parcel back? Who pays for the shipping?

My friends in China is a big ebay seller, he receives many returned parcel every week, he never paid a penny to China Post and China Post never ask for returning fee. My friend is in Shenzhen, I believe Shanghai China Post should be the same.
