RF057415464CN shows "Electronic information has been received" since 28th July 2015. Does it mean the seller hasn't delivered the parcel to China post?

NO. Seller did not give goods to china post.

NO. Seller did not give goods to china post.

Do i wait for some more days or open dispute?

if you paid over one month ago and you have not got the parcel, you should open dispute.
