Post Did it pass customs yet?

Hey. My tracking says, that my package left Beijing on 3.3.16. It has not arrived in Austria yet.
Normally after 4-13 days I get the tracking in my national post, saying "Arrival in Austria".
When the tracking says "arrival in Austria" did the plane just land and the item is now at the airport and the next stop is the customs, or when it says "arrival in Austria" did it already pass the customs and is on the local transit?
