Track number RK438991941CN

I have a question about my track number.
It says in aliexpress 22march shipped by air and on 29march arrive at international office of exchange. What does this mean?

This is what I found for you:

The postman came along with your registered letter on 29 March at 09:06 but could not deliver it. The registered letter is on its way to the post point POSTPUNT DRUKKERIJ HERMAN. You can pick it up from today at 11:00.
That info is from BPost.
