Post 27 days and no parcel!

Hello, i ordered items at the begining of january and seller sent it january 3, i didn't received anything. I live in France, do you guys think it is a normal situation ? My seller says all the parcel he sent in january didn't arrived yet. the tracking number is RR900521315CN

http://track-chinapost.com/startairmail.php shows the parcel was rejected by safety officer. Normally this means you can not get the parcel. Open dispute to ebay/aliexpress asap.

okay, but my seller says there is no problem at all and there is case where people can get their parcel, so i don't know..
