http://track-chinapost.com/result_eub.php?code=LZ713304027CN shows the parcel was shipped on Sep 2. It is seriously delayed in Guangzhou.

I suggest you wait one more week, if you can not get it by Oct 10, open dispute to paypal for lost parcel.
