I’m pretty sure that when I tracked my order it said it was delivered to an address in Ohio. Is that true? And why was it not shipped to the actually shipping address that was given?

China Post parcel is handled by USPS. USPS will make delivery as per the address shows the parcel, they seldom make mistake.

I believe your seller either gave you other people's tracking number or printed other people's address in your order.

You need open dispute to paypal/aliexpress for refund.
