what is meant by Departure export customs and by when will it reach me?
Third party promised that i will get the parcel in 7-10 days

you need wait another 2 to 4 weeks after export customs scan. the seller gave you misleading promise.

and why do we need to pay custom duty at the time of parcel arrival?
I paid it today for another parcel "RO280569845CN" while all the payments were done beforehand and no such thing was informed before

import duty is charged by your government not china post. In most countries like US,Canada,Europe, postal parcel has no import duty. I believe your seller does not know your country has import duty. If you feel he did not give you proper information, you can open dispute for duty refund.
