Post Package delivery failed

I'm expecting a package CJ405849316US and it says the delivery to me failed. I am unsure what to do now as it was shipped via USPS and I don't believe they have a branch in China nor will they track packages or provide assistance once they leave the United States. Can someone help me figure who to contact about what went wrong with the delivery and arrange for a new delivery attempt?

you should ask the receiver to call china post shanghai office (11185 with shanghai) before it is returned to USA.
