Does the tracking update “processed Through Facility,
ISC NEW YORK NY(USPS)” mean that my package has cleared us customs? Or has it not been in customs at all yet

yes. processed Through Facility, ISC NEW YORK NY(USPS) means parcel has passed US customs in New York. Normally you should get the parcel within 1 week after this status.
