http://track-chinapost.com/result_china.php?order_no=RB993422700CN shows only result "shipping notice received from seller". This means your seller applied a tracking number from China Post, but never actually shipped anything.

If you paid with paypal/aliexpress, push seller to ship the goods immediately. Tell him if you can not track the parcel real data in next 3 days, you will open dispute against fraud.
