RxxxxxxxxCN is register mail format which SHOULD be trackable.

You seller did not ship the goods 10 days ago when he gave you the number. if he shipped the goods on Dec 19, you can see tracking result starting from Dec 21 in http://track-chinapost.com/startairmail.php.

this is the 48 hours rule to verify if seller gave you fake tracking number.

i don't know if you really need the goods or not. if you really need it and don't care seller delay shipment, you can wait until buyer protection deadline. maybe seller will ship the goods in future, maybe he is a real cheater, you never know.

if you don't want wait , you can open dispute and claim refund from paypal/aliexpress. as the tracking number is invalid at this moment, you can get refund easily.
