2. Why in the first place it went to Japan, that I can not answer the question. But the only thing that come to my mind is that possibly your parcels where sent by ship to Mexico. If I'm saying that it's because CP number are normally:
The number starts with “CP” and ends with “CN”, i.e. CP123456789CN
This is China Post registered surface mail. Normally it is much slower than airmail and might take up to 6 months to arrive.
3. Now what you need to do is, contact seller and explain to him the situation and try to have some sort of arrangement with him. He might be able to call China Post to find out why Japan Customs are holding your parcel.

5. When you contact seller, just copy and paste the tracking for him so he can understand that the parcel are stuck in Japan Customs.
