The seller keeps on telling to wait and wait he tells me that he's trying to negotiate with the post office, should I just open a dispute?

http://track-chinapost.com/result_china.php?order_no=LZ431968943CN shows the parcel was rejected by Guangzhou airport safety check point. No further update. You need open dispute for refund.
