As you haven't got the item now, the item is very likely to be lost.

Base on paypal/aliexpress/amazon marketplace policy, seller is responsible for shipping lost, so you need open dispute to seller for lost refund.

I had an update..outbound flight departed April 7 0250. Where is it departing from. March 11 it departed China
Is it on its way to Canada finally RG012855815CN

yes. http://track-chinapost.com/result_china.php?order_no=RG012855815CN shows the item was sent to airline again on April 7. It is on the way to Canada.

RG012855815CN was returned to Guangzhou again. Not sure exact reason.

the item will be hold in China import customs until shipper picked it up the returned parcel. We aren't sure when your seller plan to pickup the item, maybe never. Be we are sure you won't get this item in future because return parcel can not automatically be shipped again.

If I were you, I will contact seller to send you another item. If seller does not agree to ship you another one, then open dispute to paypal or call your credit card company for refund.
