Post Where is my parcel?

On March 27th, I placed an order with AliExpress. It is April 14th and I have yet to receive my parcel. When I check the usps website, it says my parce is in pre-shipment and the origin post is preparing shipment. What does that mean? Is it in the U.S? Because my package has been saying "Pre-shipment" since April 1st and it should not take a parcel 14 days to reach my city. Here is my tracking number: LW055267578CN

ePacket is experiencing serious delay since March. you need wait some more days.
