My parcel has never arrived, it was posted in No ember 2017 the tracking number is RK846577278CN

RK846577278CN was shipped on Dec 2. If you have not got it, it has over 70% chance to be lost. You should open dispute to your seller for refund.

The seller didn’t lose the parcel, you did!!! They won’t refund me!!! So I’m opening the dispute with you. You need to refund me

Three things.

First, China Post is only answerable to the seller, since the seller is the one who paid for the parcel to be shipped. The parcel is still considered the seller's property until it is delivered to you.

Second, the seller is accountable to you, and delivery of the goods to you is their problem -- not yours. If they refuse to refund your money, you should open a dispute either via the marketplace where you bought your item (Aliexpress or whatever) or via whatever method you used to pay (PayPal, your credit card company, etc).

Third, nobody here works for China Post. The people on this site are just ordinary folks who have some experience with international parcel shipping and try to help other people figure out what's going on with their packages. If you want to contact China Post, you are welcome to call them on +86 10 11185 -- Chinese Mandarin only; they don't speak English.
