1. China Post has to follow what USPS is telling them to do about sending parcel to USA.

2. Routing of parcel is done by the state you are living and postal code. New York is responsible for some state and the same for Chicago. It does not mean that maybe sometimes a human error can not happen.

3. Now back to your parcel, I'm glad that you read the forum here so it's going to be simple. I hope you read the last addition Smog in China prevented Aircraft to depart. Eventually made the shipping of parcel more difficult and more delays.
