It says it was delivered to me on Nov 15th but i did not receive it. And i live in Rotterdam, not in Amsterdam.

Is it possible that was delivered to a wrong person?

your seller might have given other people's tracking number to you. You should open dispute to seller for refund.

I don't think they gave me the wrong tracking number, because i received and email with my order, my address and the tracking number! Everything matches so the information seems correct.

I donºt understand how it was delivered in Amsterdam with my name, if the person that received it does not have my name. How can it be delivered to a wrong person?

If you purchased from ebay/aliexpress, remember that tracking number of each order is not created by ebay/aliexpress. So the tracking number on each order you see from ebay/aliexpress is NOT necessarily correct.

Your seller must use China Post website to create tracking number and shipping label, then feed these tracking number back to ebay/aliexpress system. So that ebay/aliexpress can know which tracking number is associated to which order.

If your seller is not organized person, or does not have good shipping management software, it is very easy for him to made mistake. He can assign other people tracking number to your order, or even worse, ship your order to other people's address.

In either case, you should open dispute for refund.
