I do have a concern with packet number LM984004825CN for France: has been posted in shenzhen on december, 21th, and no move since then.

Should I contact my seller?

I suggest you wait one or two more weeks. If you can not get it by Jan 15, you should contact seller or open dispute to ebay/aliexpress.
