My tracking number is stuck on status "departe from outware office of exchange" for 3 weeks now

My trackingnumber: RH081268996CN

Can somebody help?

Do i have to open a dispute now?

CP195192938CN is surface parcel for heavy item. it might take about 2 to 4 months to arrive.

RD281343882CN is from Urumuqi where many parcels were rejected. you should open dispute and claim refund.
