If a seller says an item was shipped on a certain date, (for example 26th October 2015)
does this date appear on the address label or somewhere on the package? In other words, can do the packages have a DATE STAMP?
Hope you can clarify.

They may have a postmark, depending on how they were prepared and mailed. Also, items being sent internationally with anything of value in them are required to have a CN22 form, which is supposed to be signed and dated. They vary in appearance, and nowadays are often generated electronically instead of being filled out by hand, but here's an example:

Also if your item has a tracking number, the date the post office receives the item is almost always recorded as a tracking event.
