Ordered July 31 2018 still awaiting found it picked up by Ali express I never order from them it was company called mengsou mobile can they scam Ali express?

RT385021687HK is fake number. you are scammed by this seller. If you paid with paypal/aliexpress, open dispute against fraud.

I never paid Ali express but delivery and all updates were through them he scammed using them can I still go after Ali express?
