What does this mean? Why doesent they just put it on the airplane after it clears customs?

the parcel should have some safety problem and was returned from Beijing to Shenzhen. You might NOT get it. Open a dispute and claim refund before the buyer protection deadline expires.

Thank you for help, please check my parcel as well RD151077219CN , beacuse until now no one has any precise answer for me, only is in export custom scan sice 21/05. This I can see by myself ,but mabye if you could find out if it past the security check, or has been returned to the seller.
