These kinds of tracking numbers (11 digits) are China Post Ordinary Airmail, a cheap service for low value items. They don't have any tracking outside of China, so it's impossible to know its status.

Since this parcel was sent in September, by now it is almost certainly lost. You should open a dispute with your seller so you can get your money back.
