His postive feedback is only 7,677 for the past 12 month and only 330 in 1 month.
Those type of stores are neutral. They can be honest and they can still scam a few people. For example I read some of the negative feedback and saw someone who left a feedback says that the seller sent him a defected item so he sent it back but didn't get refunded.
If you are still not sure about what to do you have 2 options:
1. Call China post hoping they would be helpful and speak English.
2. Wait until there's 5 days for the purchase protection to end and claim refund from PayPal. This will work for you, because all tracking system shows that the item was delivered even your local post office told you that it arrived to the recipient.

in the end today he refund me!!!! just 2hours ago, he said the paper on the envelope was scratched a bit and the address didnt apear very well and they sent it in a post office not very close to his area! he made 3 phone calls until they tell him in which postoffice the item located.
anyway! at least i took my refund!
