To which the Chinese state agency to contact if I have not received my goods or refund. On 15/02/2015 order was made, and until now there is nothing. The last comment by the company was on 5 May, that the refund will take more time and till that have not answered my queries. How long this can go on?

china post can not help you for refund. you should contact your shopping website such as ebay/alierexpress
