Post China Post Registerd Packet

This item was shipped on 15th June and i am unable to track it with the tracking number the seller provided me with. RN082480601CN. In some cases is it not possible to track packets OR should ALL track numbers be traceable?

http://track-chinapost.com/track_chinapost.php shows your seller just shipped the goods on Jun 28. He seriously delayed the shipment.
