http://track-chinapost.com/startairmail.php shows 06186400408 only information is "Electronic Data Received". This means your seller applied a tracking number from China Post, but did not actually ship anything. You should be cautious of fraud.

But i can not see destination country. I think he is lying. What do you think about this ?

http://track-chinapost.com/startairmail.php shows the parcel was shipped on July 5. You can wait 30 to 50 days and see if you can get the parcel. If your buyer protection is expiring and parcel has not arrived, you need open dispute for refund.
