I am waiting for 5 month now!

The seller does not cooperate. Ebay customer service declined refund, because the seller provided the following tracking number:

RJ337327640CN

What shall I do?

The tracking does not show that your item was delivered, or even that it ever made it to Germany. I would re-open dispute with eBay if that is possible.
