Post Where is my package?

My tracking information states that my package with tracking nbr RY125283115CN is in my country (Kampala, Uganda) and delivery has failed or is unsuccessful. It also states that I should pick up the item. Where can I pick up the item from and why was delivery unsuccessful?

http://track-chinapost.com/result_china.php?order_no=RY125283115CN shows the parcel is in the hand of Uganda Post. You need contact your local post office for failure reason and arrange pickup.
