Hi, my seller gave me a tracking number that has already been used in June 2013 (RB582842304CN) I says it was delivered to Israel, so obviously it's not for me because i live in Belgium, the seller says it's the right tracking number. So can it be the tracking number has been re-used or something?

seller is lying. You need contact paypal or credit card company for refund asap.
