Tracking is RB776656475CN

Website last updated Nov. 2nd says dispatching from Bejing. Shipper says is in the USA, but don't believe him. This was shipped from Bejing in October and then returned back to Bejing. Any help be greatly appreciated.

RB776656475CN is not in USA. It should be returned to shipper. Check following post:

Hi,

Shipper keeps sayin it is in USA. After I posted on here China Post updated its information saying item has left office of exchange. Does that mean it is on its way or is in process of being returned to shipper? I would appeciate if someone could track this package and say for sure where it is. Thank you

i think you'd better contact paypal or aliexpress to file a dispute before deadline comes. No need to waste time to talk with seller. After you filed dispute, seller need to prove that you HAVE RECEIVED the parcel, if he can't, he will lose his money and you will get refund.
