So could you confirm this track number RJ026961102CN? and say me Where is it?

RJ026961102CN should be a fake number. If the parcel was really shipped, you will find location and status information in http://track-chinapost.com/startairmail.php within 48 hours of shipment.

you should open a dispute for fraud shipment and claim refund from paypal.
