http://track-chinapost.com/startairmail.php shows "Parcel No.RC490541921CN has not been received by China Post!" , this means the number is invalid.

If you just received this number, wait two more business days and track it again(sometimes china post take 2 to 3 days to update database). If over one weeks still nothing, then it definitely a fake number, you should open a dispute to paypal and claim money back.
