It hasn't arrived since 13-4-2014 and has the same status for 2 weeks now.

sometimes status needs about 3 to 4 weeks to change status.

Dx.com says that arrival on destenation takes up to 15-20 business days, wich are expired..
But the chance is a delay or something?

in most big ebay and aliexpress, if seller mentions that the goods can arrive within 15-20 business days, it means seller will grantee the delivery within that deadline, if not, he have to refund you money. so you can contact dx.com or paypal and ask refund now.
