Just track from the website of your local post office, it will show you whether it has arrived or not. all these other international tracking numbers will remain like that for a long time even if the item is in your local place.

sometime parcel needs about 3 weeks to arrive after the "sent to airline" date, you need some patient.

your parcel arrived India customs in Kulkata in Feb. We don't know why Kulkata customs does not release it for so long time(many india recipients have complained about Kulkata customs). You have no other choice but to claim lost refund from seller(paypal or aliexpress etc).
