I need help, was almost 2 months and still is in china, can you help me whit this?

The parcel has been returned to Suzhou on Nov 8. You will NOT get the parcel.

I also have a problem with the delivery and do not know where else to turn. writes unsuccessful delivery. RC064064216CN
where to look and why a shipment fails?
