So, I have two tracking numbers that start with RR and end with FJ. Does anybody know what carrier this is, and if so where do I go to find out where they are?

The USPS does not seem to recognize the tracking numbers.

The ship dates were 10/31 and 11/1 and they have not arrived as of 11/18 to the US.

It is not China Post parcel number. In addition, it does not seem to be some carrier which China seller will use. Normally China shipper use following services:
China Post: end with CN
Hong Kong Post: end with HK
Swiss Post: end with CH
Sweden Post: end with SE
Singapore Post: end with SG.

So if you parcel was supposed to be sent from China, it might be fake number.
