Hi, everyone.
The track number is for a package a friend of mine sent me via USPS on 07/11/2015. However, I never got it.
My friend asked USPS about it and got the answer that it had arrived in China and they could not provide further information.
Who should I contact?

LC845370538US is USPS first class parcel (Tracking number format L*****US), China Post does not scan such parcel. So you can not know if it is on the way, or delivered, or delayed or lost. This kind of tracking number is useless. The parcel is same as letter mail which has no tracking number at all.

Next time, you should ask your friend to ship goods with register mail (tracking number format like R*****US). China Post will scan and update delivery information for USPS register mail.

Thanks for your answer. Does it mean that this mail is totally lost? I think that if USPS is making such business, there must be some insurance for customers. They paid anyway.

Normally parcel from USA to China should arrive in 30 days. Your parcel has high possibility to be lost .

Another possibility is that your address has problem and can not be delivered. Please noted that over 50% residential area in China has no delivery service by China Post. Many building does not even have official delivery address. For more detail, you can read this http://track-chinapost.com/?p=658. If this is the case, maybe you can call China Post hot line 11185 and see if your parcel is returned or on hold in delivery office. This phone number is Chinese only, no English.
