RC323906754CN can not pass security check and was returned to shipper in Xiamen, you will NOT get it.
RC323906666CN has similar problem and still stuck in Shanghai customs.

you should contact aliexpress or paypal and open dispute. let paypal and aliexpress to deal with seller.

can you verify again please at tracking RC323906754CN and RC323906666CN the seller says one package returned and one package should arrive and if i cancel the dispute he resends the package

If you can cancel the dispute, who can you guarantee you can receive the parcel? None!
